I was involved in a heated discussion over this question last week at work.
Is it considered cheating if you flirt with a member of the opposite sex who is not your significant other?
To my surprise, the males consulted emphatically agreed that yes, flirting is most definitely cheating. The females consulted were split about 50/50 on the matter.

Flirting is an interesting issue. My first inclination is to say that no, it’s not cheating. Just because you are in a relationship with someone does not mean you are dead to the opposite sex, nor are they dead to you. And it shouldn’t be that way.
But then again, flirting can open doors you don’t need to open. I guess it is up to the individual. If you don’t trust yourself to stop whatever flirting may lead to, then maybe you should chill.
